Well, hell, Tom, just quote the sentence before: "Senator Obama and his allies in Congress infused unnecessary partisanship into the process. Now is not the time to fix the blame, it's time to fix the problem." It didn't take an hour--it took 1.3 seconds.
McCain's business about Obama "phoning it in" is even better:
